There is no bill from Craigslist if you use a phone number to create a phone verified account. Verifying your account is simply to do just that, verify that you are who you say you are. For some reason there are rumours going around that Craigslist charges or somehow makes people pay for these verified accounts. This does not happen at all. Again, your phone number is used for verification purposes only. Making this a requirement makes it difficult for people outside of the USA and spammers to abuse Craigslist.
